Picture in PageOverlay is Hiding Some Objects on the Layout

Issue description

When using a background picture as a layout background in PageOverlay object, it hides some other objects from other layers.

Reproducing the issue

Scenario

In the rendering engine Designer, create an object PageOverlay and insert a picture to be used as a background picture of the layout.

Actual results

Background picture in PageOverlay is hiding some objects from other layers on the layout.

Expected results

Background picture in PageOverlay is behind all objects from all layers on the layout.

Cause

The issue is in the 3rd party product rendering engine.

Solution

As a workaround, please use the picture outside of the PageOverlay object.
